It was Captain Dobey, You're Dead. Hutch hadn't made an issue of Starsky's handedness before that point, it was the sort of thing that's resolved in the same story it's brought up in. If he then goes on picking at him about it in later episodes, that's either continuity fail or persistent arseishness.
I have never run across fake left-handed scissors before! I was talking to my partner about it this morning and he says he was mocked for being a freak because he used the green scissors in primary school (lefty scissors are always colour-coded) and has never had the option of his own scissors since, so he's just used to twisting his hand.
